Passengers trying to get on a recent flight from Frankfurt, Germany, to Vancouver were confronted with confusion over ‘document checks.’ They ended up forming their own wonky lineups, with one stretching 90 metres down a terminal hall. Another was just 10-metres long. But both lines ended up, unfairly, in the same place – in front of two overwhelmed airline staff. Photo by Douglas Todd

A certificate showing that you have been fully vaccinated in Canada is good enough to get you through German airport customs and into the 27 countries of the European Union.
We endured the mass confusion caused by Canada’s COVID rules this month in Frankfurt Airport, along with untold numbers of stressed-out passengers. Lufthansa staff, seemingly resentful about having to enforce Ottawa’s protocols, basically left bewildered passengers on their own.
One Lufthansa kiosk sign referred cryptically to “document check.” But dazed passengers from all over the world scrambled to figure out exactly what documents were meant, with most guessing wrong.
Passengers formed their own wonky lineups to get to the kiosk, with one stretching 90 metres down a terminal hall. Another was just 10 metres long. But both lines ended up, unfairly, in the same place — at two overwhelmed Lufthansa staff.![]()
Airline staff were in a grim mood because Ottawa has handed them the unpleasant task of telling some citizens they would miss their flight to Vancouver because not all had been informed Canadian vaccinations are irrelevant for travellers in the eyes of Ottawa.
All Canadian passengers returning to Canada need to have a PCR test within the past 72 hours. Learning that, many passengers began scrambling through the sprawling airport to get a deep-nasal PCR test, which cost $385 a pop.
Our trip to Europe — made to visit an ailing parent — had been going quite well. It was only when it was time to go home that things veered downhill.
Initially, when we flew from Vancouver to Frankfurt, we were relieved when the German customs officials accepted our B.C. government coronavirus notifications, which showed we each had two Pfizer jabs. The guards didn’t ask to see a PCR test.![]()
Then, while touring Germany and Denmark, which have significantly lower vaccination rates than Canada, some restaurants asked to see our COVID documentation, and accepted our B.C. vaccination forms. It was all quite reasonable.
But along the line neither our travel agency, Lufthansa, its partner Air Canada nor the Vancouver airport official who handed out the federal government’s ArriveCan leaflet clearly notified the passengers we talked to of the most important fact: Everyone has to have a PCR test to return home.
Canada’s health verbiage runs on and on, to tens of thousands of words of tangled bureaucratese. The “privacy statement” alone streams on for about a thousand words. And much of the information described out-of-date quarantine requirements.
The government’s material made it difficult to discover the bottom line, even though the PCR requirement was, indeed, buried in some sites. If ever there was a need for a good editor who could communicate in plain language, this is it, especially for those for whom English is not a first language.
One of the doctors who conducted PCR tests in Frankfurt airport was sympathetic. He said it often ended up being the luck of the draw whether passengers were allowed on planes off the continent, based only on the quick decision of individual airline staff.
The doctor also said that since Ottawa, in the name of COVID safety, is not allowing direct flights from India to Canada, Frankfurt Airport (like Mexico City International Airport) has become one of the most popular third-country routes to Canada, particularly for Indian international students.
And Canada, the physician said, doesn’t trust vaccination certificates from India, the country from which about one-third of the passengers attempting to board the flight appeared to hail. Some said they were camping overnight in the airport to await their last-minute PCR test results, hoping to get a flight the next day.
“Many countries are starting to ease entry for vaccinated travellers. This is a good idea,” it says. It urged all countries to accept vaccines approved by the World Health Organization.
Once everyone was jammed into our packed plane to Vancouver, the flight was already one hour behind schedule. The Lufthansa pilot said the delay was because staff had to fulfill Canada’s coronavirus mandate.(He didn’t say Ottawa might fine the airline if it did not do so.)
The pilot’s voice sounded weary, since I’ve learned he has had to repeat the same apology many times before.
Notiz an mich, obwohl, sowas muss ich mir nicht notieren....
